THE JOURNAL OF TURKISH ADMINISTRATION FROM 1928 TO THE PRESENT
The starting year of the publishing services of the Ministry of Interior is considered as 1928. Because the oldest publications that can be identified belong to that year. After the proclamation of the Republic, the modernization movements initiated by Atatürk were welcomed with enthusiasm throughout the country, and the effect of these changes and innovations was felt in the Ministry of Interior, as in every institution. While identifying the needs to ensure that services can be delivered more quickly, effectively, and efficiently, it has also become clear that it is necessary to enhance staff knowledge and expertise, keep them informed of developments in their fields, and, in particular, establish a link between the central office and regional offices.
For these reasons, the Journal of Turkish Administration—which first began its publication life in April 1928 under the name 'İdare' (Administration) as the 'Monthly Journal of the Ministry of Interior' in the former script—has reached the present day as the Ministry of Interior's most significant publication activity, despite two brief interruptions throughout its history.

The first six issues of the journal were printed in Ottoman Turkish; however, following the adoption of the new alphabet, it began to be published in the new script and has since undertaken a vital mission in Turkish public administration. The enduring longevity of the Journal of Turkish Administration is not merely a professional success story; it is a testament to its role in filling a significant void in Turkish public administration and its vibrant witness to the historical process. Consequently, the manuscripts published throughout the journal's history, the contributing authors, the sections organized under various headings, as well as the supplements and special editions produced on significant subjects, have consistently served as subjects for various examinations.
The journal, which fulfills important functions such as enhancing the knowledge and skills of Ministry staff to enable them to perform their duties more effectively, expanding their general and professional expertise, and keeping them informed of internal and external developments in public administration, has become a vital resource not only for Ministry staff but also for public administrators, academics, students studying public administration and public law, and researchers from all sectors of society.

THE HISTORICAL DEVELOPMENT OF THE JOURNAL’S PUBLISHING
The magazine was first published in 1928. To summarize this long history:
a) The Period of 1928-1942: The Journal began its monthly publication life in April 1928 under the title 'İdare' (Administration), with its first six issues printed in Ottoman script. In the 'Mukaddime' (Foreword) featured at the beginning of the first issue, information regarding the publication's purpose and content was provided, and its objectives were established. Starting from the seventh issue, the Journal transitioned to the new Turkish alphabet and published 169 issues until 1942. Although 170 issues were actually produced, the issue released in February 1942 was not assigned a sequence number. During these years, it is observed that some issues were prepared separately but consolidated and printed under a single cover (e.g., issues 67, 68, and 69; and issues 161, 162, 163, and 164). This era, which lasted approximately 15 years, concluded with issue 169 in May 1942, marking the beginning of the first significant interruption in the Journal’s publication history.
b) The Period of 1944-1975 : The journal resumed publication with Issue No. 170, covering September–October 1944. During this period, in addition to changes made to the journal’s content, its name was changed and it was published bimonthly. Starting with Issue No. 170, it took the name “İdare Dergisi” (Journal of Administration) and reached Issue No. 355 by the end of 1975. During this period, a total of 186 issues of the journal were published, with some issues being combined into a single volume. Starting with the 281st issue from 1963, the name was changed again, and it has continued to be published under the name “The Journal of Turkish Administration” to this day.
c)The Period of 1976-1979: This was a period marked by significant disruptions in the journal's publication life. Only five issues could be published within a four-year timeframe, and the second major interruption began after the release of issue 360 in February 1979, continuing until late 1982.
d)The Period After 1982: After a nearly three-year interruption in its publication life, the Journal was reintroduced with issue 361 in December 1982. Despite some ongoing inconsistencies, a quarterly publication schedule was adopted starting from issue 363 in 1984. Since 1985, it has continued to be published regularly four times a year—in March, June, September, and December—and has been published without interruption to this day.

e) 2009 Peer-Reviewed Journal Period: In order to further enhance its contributions to the field of Turkish public administration throughout its publication history of over eighty years, the Journal of Turkish Administration was designated as a national peer-reviewed academic Professional journal by the following the approval of the Undersecretariat on February 12, 2009. In accordance with its new editorial policy, the journal has been publishing only articles that focus on scientific and academic research and studies since the June 2009 issue.
c) Special Issues of the Journal
The Turkish Journal of Administration has been published as a special issue seven times since its publication.
The first special issue, number 67 published to commemorate the 10th anniversary of the Republic, evaluates the ministry’s works over the past 10 years and consists of 303 pages.
The second special issue, number 127 published to commemorate the 15th anniversary of the Republic, includes the work carried out by the Ministry over the past 15 years and the work planned for the future.
The third special issue is dedicated to the 50th anniversary of the Republic. Published as issue number 344, it includes 11 articles evaluating the works of the Ministry of Interior over the past 50 years, and one administrative geography study.
The fourth special issue, number 362, was prepared with the contributions of primarily the Central Governors and numerous Ministry personnel on the occasion of the 60th anniversary of the Republic. Its content differs from other special issues. Titled “Atatürk and Administration” and prepared entirely as a book, this issue is a unique work that serves to reveal the relationship between Atatürk and the civil administrators.
The fifth special issue was published for a different reason than the first four. To mark the 60th anniversary of the Turkish Journal of Administration, this issue, number 378, was prepared as a special issue, comprising 700 pages. It features contributions from 31 authors on various topics, bringing together Ministerial personnel, civil administrators, managers of other public institutions, and academicians.
The sixth special issue was published to commemorate the 70th anniversary of the Republic. This issue, number 401 on December 1993, was published in 713 pages. It includes manuscripts on Atatürk and Atatürkism, manuscripts evaluating 70 years of Turkish public administration, manuscripts on developments in the central and provincial organizations of the Ministry of Interior over 70 years, and manuscripts discussing the future of the civil administration profession.
The seventh special issue is dedicated to the 75th anniversary of the Republic. This issue, number 421 on December 1998, consists of 630 pages. Published just five years after the sixth special issue, which assessed the 70-year history of the Ministry, civil administrators, and public administration and institutions in general, this issue does not focus on past assessments; instead, it features manuscripts contributing to administration by offering a forward-looking perspective in light of contemporary administration techniques and practices.
